Good question. In theory, I think raise sizing is more testimony to the % of bluffs. The greater the concentration of bluffs in your raising range the bigger the raise size should be as your opponent needs to fold more to stay balanced in theory.
Most of the boards in this video are rather dry and generally not being raised very often. As such your raising range will likely be rather small in theory, and if the value:bluff ratio is constructed accordingly, it's a fine raise size.
As I mentioned in the video, in practice especially at small stakes, it's not very important to actually maintain the proper theoretical range construction. And so, being value heavy in your raises for example esp against opponents that fight back with a range that is too wide against small raises is terrific EV.
